Why Money for Jalandhar is going to Kapurthala (Charity begins at home)

We have received some emails asking us to provide more details on MPLADs fund being utilized in Jalandhar. We did some research and their were some shocking facts. A big chunk of money reserved for Jalandhar parliamentary segment is flowing to Kapurthala District. Is the reason because current Jalandhar MP "Mr. Rana Gurjit Singh" belongs to Kapurthal or is Kapurthal really needed more money we are not sure.
But the fact is a total of 12 assembly constituencies come under Jalandhar parliamentary segment, which includes nine out of 10 in Jalandhar district and three in Kapurthala(including Sultanpur Lodhi). Here is the summary and graph of MPLAD fund spent in Jalandhar.

We do not want this analysis to conclude anything but would like to see an explanation on this. There might be genuine reasons as some areas might be more backward and need more developemental money.
In case of an explanation absent. Best explanation would be "Charity begins at home"
